 Wisconsin Entitlement Benefits

The State of Wisconsin is one of a very few states offering a variety of entitlement programs to veterans and their dependents. Some State benefits are as follows:

  • Primary Mortgage Home Loan Program: for the purchase or building of a home.  A favorable interest rate, generally below the market rate. Veteran may borrow up to 95% of the overall cost.

  • Subsistence Aid Grant to help pay essential expenses when there is a loss of income due to illness, injury or death.

  • Personal Loan Program: A loan of up to $15,000 with up to ten years to repay. The loan may be used to purchase a business, purchase a mobile home, consolidate debts, for education of the veteran, the veteran's spouse, and/or the veteran's children, and to pay medical and funeral expenses. The interest rate is based on gross family income and the type of security offered.

  • Home Improvement Loan: Eligible veterans may borrow up to $25,000 with up to 15 years to repay. The loan may be used for a variety of additions, construction, repairs, and alterations of a veteran's principal residence as well as garage construction. HILP must be secured with a mortgage against the veteran's principal residence. There must be 10% equity in the property after the loan is made. Loans of $3,000 or less may be secured by a guarantor rather than a mortgage. The interest rate is generally below the market rate.

  • Education Grants for tuition and fee reimbursement for recently discharged veterans; part-time enrollment study grants for veterans and eligible dependents; retraining grants for recently unemployed veterans with financial need.

  • Health and Care Aid Grant that helps pay the cost of temporary medical expenses for veterans and their families who are unable to pay with their own resources.
