 Land Information - Officer Duties    

The Columbia County Land Information Department (LID) serves as the coordinating body for land information systems and land records activities in Columbia County. The LID oversees the maintenance and implementation of the Columbia County Land Records Modernization Plan and coordinates the development and deployment of a countywide land information system. The LID works with county departments and communities to ensure the quality and sound management of land records and land information systems.

It is the goal of the LIO to adopt and communicate Wisconsin Land Information Board expectations for "minimum duties" of a Land Information Office to county land records staff. The LIO should be performing the following tasks as required by the State of Wisconsin in addition to other county duties and responsibilities:

  • Stay trained in State and Federal requirements as they relate to land records management including modernization of records and open records law.
  • Facilitate coordination with and the distribution of Wisconsin Land Information Program materials to other WLIP related county positions and offices, such as property lister, register of deeds, surveyor, treasurer, sheriff, zoning administrator, planner, data processing, highway department, county board.
  • Submit related reports in a timely manner, such as fee submission report, grant progress reports, and annual program surveys.
  • Certify that WLIP funds are being used exclusively for countywide land records modernization, pursuant to relevant State statute.
  • Promote the program by hosting activities such as an open house, GIS Day, talking to schools and other public and private organizations, participating in career days, and providing information to the county board.
  • Review and submit WLIP grant applications.
  • Participate in countywide land records modernization planning, plan preparation and plan updating.
  • Provide a clearinghouse function at the county level for completed and ongoing WLIP projects using grant funds and retained fees, answering questions such as: "How much GPS survey work has been done?" "Which section corners have been monumented?" "Which standards are being used for what?" "What documents are available?"
  • Ensure proper procurement procedures are being used by working with corporation counsels and vendors.
  • Coordinate project oversight for quality control (applies to projects funded with both grant funds and retained fees).
